libcpanplus-perl software package provides API & CLI access to the CPAN mirrors, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcpanplus-perl
libcpanplus-perl is installed in your system.
Make ensure the libcpanplus-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcpanplus-perl *
You will get with libcpanplus-perl package name, version, architecture and description in a table
